Set by Congress, the debt ceiling does not authorize new spending but rather restricts the Treasury\u2019s ability to issue new debt to pay for expenditures already approved through prior legislation, including Social Security, military salaries, interest on the national debt, and tax refunds.<\/p>\n\n\n\n<p>The debt ceiling was established in 1917 to give the U.S. Treasury greater flexibility in managing federal finances while maintaining Congressional oversight over borrowing. Over time, it has evolved into a recurring political flashpoint, as raising or suspending the ceiling often requires legislative approval. When the ceiling is reached, the Treasury cannot issue new debt and must rely on extraordinary measures\u2014temporary accounting tactics\u2014to continue funding the government.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Failure to raise or suspend the debt ceiling in a timely manner can lead to a government default, which would severely damage the U.S. credit rating, increase borrowing costs, and potentially trigger global financial instability.
